Cycle Start determines WHEN you start getting points(on level 1 for Skills, on level 2 for Stats) and Cycle Duration determines the interval between getting points(every level for Skills, every even level for Stats). Points per Cycle determines how much points you get them(1 by default). Initial determines with how many points you start with(10+0 for Attributes, changing that one simply gives you additional stats on start). You can also change the amount of skill points you start with, you get / level etc in that same file. Again such nonsense that the developers came up with that makes no sense!
